The mud flaps are slightly difficult to attach, but it can be done without removing either wheel.
Deflate the tires a little bit to gain better access to the nut at the bottom. That said, attaching them will be much easier if the wheels are removed, providing better access to the mounting points.
For the front mud flap, it is recommended to gently round (bend) it by hand to give it a slightly curved shape, ensuring it does not interfere with the braking levers while folding your Brompton.
